    STORYLINE:

    In Brazil tough energy rationing measures have started to take effect with President Fernando Henrique Cardoso calling on Brazilians to accept a “challenge that demands a lot from all of us.”

    The government’s rationing plan, originally required Brazilians to reduce consumption by 20 percent or face hefty surcharges on their electricity bills and power cuts of up to six days.

    That has now been softened and the government will no longer punish those consuming less than 100 kilowatt hours of electricity a month, about 40 percent of the population, if they fail to reduce
    consumption.

    Those who fail to meet the reduction targets in the first month of rationing will also get another chance during the second month before facing cuts in their service.

    Brazil is suffering its worst energy crunch ever after drought has left many reservoirs at record low levels, meaning the power network – almost entirely run off hydroelectric power – cannot keep
    pace with demand.

    Across the country _ from the sprawling metropolis of Sao Paulo to tiny fishermen’s villages in northern Ceara – households and businesses are calculating how they could cut their electricity
    bills by a fifth, as the emergency plan demands.

    Industry must cut its bill by between 15 and 25 percent. The rationing is expected to last until at least October.
